CMDR COE Delivers CBRN and Terrorist Attacks Risk Reduction Training in Jordan

The Crisis Management and Disaster Response Centre of Excellence (CMDR COE) is delivering a five-day Mobile Training Solution on CBRN and terrorist attack risk reduction in Amman, Jordan, from 23 to 27 August 2026, in cooperation with the Jordanian Armed Forces (JAF).
The training supports efforts to strengthen institutional preparedness, resilience, interagency coordination and crisis-management decision-making in response to terrorist threats and chemical, biological, radiological and nuclear (CBRN) hazards.
Strengthening Preparedness for Complex Threats
Designed around the strategic and organisational dimensions of crisis management, the course provides participants with analytical and planning tools to better anticipate, assess and manage complex security threats. The programme places particular emphasis on coordinated institutional responses rather than tactical or technical procedures.
Throughout the week, participants are examining the evolution of terrorism, radicalisation and ideological motivation, as well as the characteristics of contemporary threat actors, including lone actors, small cells and returning foreign terrorist fighters.
Dedicated sessions also address terrorist methods and warning indicators, along with the challenges posed by chemical, biological and radiological threats, and the mechanisms required for effective risk management and a coordinated response.
From Theory to Practical Crisis Management
Practical application is a key element of the course. Through syndicate work, participants apply concepts introduced during the lectures and progressively prepare for an integrated table-top exercise on the final day.
The exercise challenges participants to apply warning and reporting procedures, hazard assessment and coordinated decision-making within a simulated terrorist attack scenario, reinforcing the importance of effective communication and cooperation among relevant institutions.
Supporting Resilience through Tailored Training
The course is delivered by CMDR COE lecturers and subject-matter experts, combining the Centre’s expertise in crisis management and disaster response with specialised knowledge related to terrorism and CBRN risks.
Through tailored Mobile Education and Training activities, CMDR COE continues to support partner nations in strengthening resilience, institutional preparedness and crisis-response capabilities.
The activity in Jordan reflects the Centre’s continued commitment to sharing expertise, fostering practical cooperation and contributing to broader NATO efforts in crisis management, disaster response, resilience and capacity-building.
