Strategic Leadership Workshop Enhances Moldova′s Border Security

Chisinau, Moldova - On November 7 and 8, 2024, a Mobile Education and Training Team (METT) from the Crisis Management and Disaster Response Centre of Excellence (CMDR COE) led a pivotal Strategic Leadership in Border Management Workshop in Chisinau. The event brought together 20 experts from Moldova's General Inspectorate of Border Police (GIBP), providing a platform for high-level discussions and strategy development in border management. The CMDR COE METT was supported by Mr. Victor Mariniuc, an expert from the Romanian Border Police. The workshop was organized with the close cooperation and support from the NATO-Republic of Moldova Professional Development Programme.
The workshop commenced with opening remarks from notable dignitaries including Mr. Galusca, Chief of the GIBP, Mrs. Eliana Coraci, NATO Liaison Officer for Moldova, and Colonel Orlin Nikolov, Director of the CMDR COE. Their speeches underscored the importance of strategic leadership and collaboration in enhancing border security and crisis management capabilities.
Participants engaged in in-depth discussions on key topics such as Building Border Crisis Response Competence, European Cooperation on Migration Crisis, Strategic Leadership in Crisis Management, and Crisis Communication. Additionally, technical solutions for managing migration crises were presented, fostering a comprehensive understanding of modern challenges and responses.
Highlighting the workshop was a Tabletop Exercise (TTX) focused on a hypothetical Border Security scenario. This exercise aimed to evaluate the country’s readiness for handling sudden migration surges, assess operational coordination among the Border Police and intelligence services, develop counter-strategies against external threats while preserving international standing, and enhance decision-making skills in crisis contexts.
Throughout the exercise, Moldovan experts actively addressed complex questions and devised strategic responses to border control challenges. Their insights were meticulously reviewed by the CMDR COE team, ensuring practical applicability and alignment with Moldova's ongoing efforts towards European Union integration.
Overall, the workshop solidified strategic partnerships and bolstered Moldova's capability to manage border crises effectively, reinforcing its position as a key player in regional security.
