In today's global landscape, resilience is a cornerstone for NATO nations, providing a shield against a spectrum of threats from natural disasters to hybrid warfare. This collective resilience integrates civil and military capabilities, encompassing all facets of society.
Human history intricately weaves the movement of people with major global events. Managing these movements, referred to as "flows," is complex due to their scale and potential to influence crises. Societal resilience plays a vital role in managing these shifts, impacting both host countries and those on the move.
NATO's Scientific and Technical Organization (STO) has greenlit applied research on migrant flows, intending to predict, monitor, and effectively manage mass movements. The objective is to fortify resilience during crises and significant disasters, benefitting the Alliance and its member nations.
Uniting expertise across military, industry, defense planning, and technology development, NATO aims to highlight technological advancements and pave the way for its transition into potent military capabilities.
The Kick-off meeting, which took place on 8-9 November 2023 in CMDR COE, convened a community of interest and formally inaugurated the "M&S in support of Building Resilience and Management of People Mass Movement" working group. It sought to establish a shared understanding of the task, identify necessary actions, and deliberate on the optimal approaches and directions.
